About the author: 

Antonio R. Parra served as the first Deputy Secretary-General of ICSID from 1999 to 2005 and was Legal Adviser at ICSID from 1990 to 1999. He is currently a Consultant with the Corporate Secretariat of the World Bank, and an Honorary Secretary-General of the International Council for Commercial Arbitration (having been Secretary-General from 2004 to 2010). He is also a member of the Executive Committee of the Dubai International Arbitration Centre and a Fellow of the Chartered Institute of Arbitrators.
